This is because your lease is with the owner of that particular apartment and you need to fulfill your obligations to him before you move on to a different apartment with a different owner.

Regardless of whether you are living in a complex owned by the same landlord or by individual investors, timing is everything when requesting a different apartment. Be honest and upfront about why you want to make the move. Your landlord will completely understand as long as you give him some reasons.
